Go to Main Navigation Bar > Administration > Settings 

When an encoder is in use by a meeting, it is locked and no other meeting can control it.  If an encoder needs to be unlocked, so that control can be taken by another meeting, first go to the Settings area of the Main Navigation Bar and then go the Live Streaming tab. Select the pencil icon next to the encoder. 

Click the Unlock button.

Note: Unlocking an encoder will stop streaming and recording in the current meeting site.  Before clicking unlock, be absolutely certain that a meeting is not currently being conducted, or that meeting’s video will be interrupted.
