Go to Main Navigation Bar > Administration > Settings 

When an encoder is in use by a meeting, it is locked and no other meeting can control it.  If an encoder needs to be unlocked, so that control can be taken by another meeting site, first go to the Settings option from the Main Navigation Bar, and select the Live Streaming tab. Select the Edit icon next to the encoder. 

Click the Unlock button.

Note: Unlocking an encoder will stop streaming and recording in the current meeting.  Before clicking unlock, be absolutely certain that a meeting is not currently being conducted, or that meeting’s video will be interrupted.
