Special Actions - Field Explanation

Go to Main Navigation Bar > Meeting > select specific Meeting >Add New Item > Special Action 

Certain agenda items may have special functionality tied to them, such as having a dedicated agenda item to list conflicts of interest and having access to a Closed Session. The following table outlines each of the special actions that are available in eSCRIBE when editing a Meeting Template.

Special Action Description
Open Pecuniary Interest

This agenda item is used to declare pecuniary interests on open session agenda items.

Conflicts can be added to the agenda item via the Details tab of the agenda item. declaring it there will show the attendee's name.

When using this special action, individuals marked in this section will be removed as voting members on appropriate items and listed under this category of the Agenda for reference.

Note: If you do not wish to list pecuniary interests for members under a specific Agenda category, you can also manage conflicts by selecting the specific agenda item and adding a Member Conflict under Item Details. This will ensure that the individual is removed from voting lists and the conflict will be automatically noted in the minutes for that item.
Closed Session

If this special action is present, a closed meeting will be created.

This agenda item will serve as the link between open and closed session. Items added to the closed session will be displayed as sub-items underneath the agenda item that has the Closed Session special action. This action serves as a way to create a motion to have Council move into Closed Session.

Note: When creating standing items under a special action category, they will provide an additional configuration option for default minutes & resolution that allows the user to bring that minutes/resolution into the public session.
