The Speaker List is available in Meeting (Not Started) mode and allows administrators the option to prepopulate the requests they have received before the meeting has started. 

Any speaker(s) added before the meeting begins will also appear when the mode changes to Meeting (In Session). Items with Speakers pre populated will be denoted with a microphone icon.
