Go to Main Navigation Bar > Meetings > select specific meeting > Live Streaming 

The encoder should be automatically set up upon meeting creation, based on the location selected. When it is time to enable the encoder to live stream, after selecting the Live Stream from the Action Menu, then you will get a Live Streaming Details fly out and select the encoder from the Video Encoder drop-down.
